Indirect costs, or overhead, pay for facilities and administration (F&A) expenses related to the grant, and are charged on direct wages and salaries, excluding fringe benefits and undergraduate student stipends, at the provisional on-campus rate of 70% and off-campus rate of 26% from 7/1/2025 until amended. Swarthmore's indirect cost rate agreement was negotiated on 8/22/2022 with the U.S. Department of Health and Human Services for the period 7/1/2021 - 6/30/2025. This rate remains in effect until the College receives a new agreement.

On campus: 70%
Off campus: 26%

Summer salary for a Principal Investigator of a sponsored project is based on their annual institutional base salry (IBS) and is calculated as one- or two-ninths of their IBS for one or two months of effort, respectively.

Postdoc salary and other project staff salaries and wages are set by the granting agency or calculated by Stephanie Norman (snorman1@swarthmore.edu; x2751) in our Human Resources Office.

Student stipends are awarded at a rate determined by the College for one summer (10 weeks) of summer research. Payroll taxes and indirect costs are not charged on summer stipends.

Fringe benefits vary according to employee classification and status (full time or part time) and are calculated at actual rates. Fringe benefits may include a full benefits package (medical, life, and disability insurance, retirement) and payroll taxes. Please contact Stephanie Norman (snorman1@swarthmore.edu; x2751) to determine the proper rate. Faculty summer salary is liable for FICA (7.65%). Summer student wages (paid hourly, unlike summer stipends) are liable for FICA. Academic year student wages and student summer stipends are not liable for fringe benefits.

The mileage reimbursement rate is listed on the Internal Revenue Service web site.

Per diem rates are listed on the U.S. General Services Administration web site.
