Annie W. Baxter (1864-1944):
Annie Baxter was elected county clerk of Japser County, Missouri, in 1890. She was the first woman elected to a countywide public office in the state and the first woman county clerk in the U.S.. Her first election was challenged an opponent on account of Baxter's sex. But the Greene County [MO] Circuit Court upheld Baxter's election. Baxter ran for re-election in 1894, but lost to a Republican challenger.
