They were jurists, statesmen, economists, and publicists. The group planned, and later published, a &#8220;Minimum Report&#8221; of nine articles. Nine research committees were formed, representing the nine points. Together they produced thirty-five studies, nine of which were prepared by members of the American Committee. Fannie Fern Andrews, who was the American Secretary, and a member of the Executive Committee, contributed one of these.</p><p>Nederlandsche Anti-Oorlag Raad, the Dutch group whose holdings are in S.C.P.C., and the Swiss Committee, are credited as giving first impetus to the movement.</p><p>William I. Hull contributed &#8220;The Development of the Hague Conference and its Work&#8221;. He also reviewed for the <emph render="italic">American Journal of International Law, </emph>the <emph render="italic">Recueil de Rapports; sur les Differents Points du Programme-Minimum, </emph>The Hague, 1916.</p><p>The main body of the organisation's material came to S.C.P.C. with the William I.
