This organisation was formed by the International Confidential Meeting at The Hague in 1915 when representatives of nine European nations (including England), and the United States met together for the sole purpose of planning for a “durable peace”. They were jurists, statesmen, economists, and publicists. The group planned, and later published, a “Minimum Report” of nine articles. Nine research committees were formed, representing the nine points. Together they produced thirty-five studies, nine of which were prepared by members of the American Committee. Fannie Fern Andrews, who was the American Secretary, and a member of the Executive Committee, contributed one of these.

Nederlandsche Anti-Oorlag Raad, the Dutch group whose holdings are in S.C.P.C., and the Swiss Committee, are credited as giving first impetus to the movement.

William I. Hull contributed “The Development of the Hague Conference and its Work”. He also reviewed for the American Journal of International Law, the Recueil de Rapports; sur les Differents Points du Programme-Minimum, The Hague, 1916.

The main body of the organisation's material came to S.C.P.C. with the William I. Hull papers, probably between 1935 and 1939, the year of his death.
