Robert is a partner in the Litigation Department, the Environmental Group, which he co-founded, and the Energy and Project Finance Group of Ballard Spahr Andrews & Ingersoll, LLP. His practice spans the full range of environmental issues. He has experience in climate change law, endangered species, sustainability, market-based mechanisms for environmental regulation, public lands and forestry and the environmental aspects of energy transactions.

Bob recently completed a six-year appointment as the Maurice K. Goddard Chair in Forestry and Environmental Resource Conservation at the Pennsylvania State University School of Forest Resources. The Goddard Chair is a unique endowed professorship that brings professionals with real world experience into the university to teach and to provide public service to Pennsylvania. Bob focused on international environmental issues where states and private companies and organizations had taken the lead in the face of federal inaction. In that regard, he focused on issues such as climate change, biodiversity conservation, sustainability, energy and market-based approaches to environmental issues. Bob successfully represented a group of the leading climate scientists before the Supreme Court in Massachusetts v. EPA, where the Court ruled that there is authority to address emissions of greenhouse gases under the federal Clean Air Act. He will continue to serve as an adjunct professor of law at the Penn State Dickinson School of Law, where he teaches courses in biodiversity and land conservation and climate change law and policy.

He is the co-chair of the Montgomery County Blue Ribbon Panel on Climate Change and serves on both the PADCNR Ecosystem Management Advisory Committee and the PADCNR Carbon Management Advisory Group. He is currently a director and is a past president of the Pennsylvania Resources Council and also serves on the boards of the Pennsylvania Environmental Council and Westtown School.
