The genesis of this on-line exhibition and book about Birobidzhan begins in the early 1990s, when representatives of the State Historical Museum of the Jewish Autonomous Region, Birobidzhan, Russia, approached the Judah L. Magnes Museum, Berkeley, California, with a proposal for a joint, traveling exhibition about the history of Birobidzhan. The proposal intrigued the staff of the museum, particularly its then director, Seymour Fromer. He and Bradley Berman, head of traveling exhibitions at the museum,then contacted Robert Weinberg, a history professor at Swarthmore College who had already spent several years researching the topic.

Several years of collaboration ensued between the American and Russian museums, and the result was an exhibition and book. Swarthmore College asked Steven Lin, the College's Web Editor, to design a web site modeled on the exhibition. A book entitled Stalin's Forgotten Zion: Birobidzhan and the Making of a Soviet Jewish Homeland was published by the University of California Press in conjunction with the exhibition.

The exhibition was sponsored by the National Endowment for the Humanities, the San Francisco Jewish Community Endowment Fund, the Trust for Mutual Understanding, the Social Science Research Council, the Ministry of Culture of the Jewish Autonomous Region, Mr. Jerry Stern, and Dr. Norman Wall.
